Furthermore, we must have a basic central premise for the efficient management of health care resources, a basic benefit package for the public health insurance in Romania, according to the model of the other international health systems and according to rational criteria. The benefits described in the basic package must be at the same time: effective from the medical point of view – according to the purpose, efficient from the economic point of view – the present resources are used to produce a better quality of services, thrifty – without exceeding the measure of the necessary medical care and being performed/offered according to the needs, and of good quality from the professional point of view. In order to achieve this, most health systems use the principles of critical reasoning, clinical and organizational/normative guidelines, evidence-based medicine (EBM) and health technologies assessment (HTA) in their evaluation of benefits.
