ollowing reasons:1. The CCGs have determined that a change to the service specification is required which would have a material impact on the proposed activity levels which, in turn, would impact upon the envisaged contract value.This change would result in the need to amend the published activity data, the financial envelope, the service specification and the contract value published to the market during the procurement.In view of this, the contracting authority considers that the best course of action, given the ITT submission deadline has passed and to ensure that the principles of non-discrimination, equal treatment and transparency are upheld, is to abandon the procurement and commence a new procurement to allow bidders to make a fully informed decision on whether they wish to bid for the contract given the updated specification, activity data and financial envelope available.It should be noted that the changes in question have been recommended by the CCGs in the face of new information and data coming to light during the procurement process (following the submission of bids) and that the changes are in the best interest of patients.It is envisaged that the new contract opportunity will be advertised week commencing 13.2.2017.
