To meet this need, it is necessary to have a temporary solution in place to accommodate the students until a permanent solution is established. The customer expects that the need for residential units will be stable during the agreement period, yet it is pointed out that there is uncertainty about the political processes that govern the decisions surrounding the Armed Forces and the Naval Academy.
