The shut-down installations are Helle, Kragerø, Kirkesund and Stabbestad. In addition to the four facilities being shut down, the new facility shall have the capacity to receive sewage water from a further one municipal and two private treatment facilities as well as for some further development. The new facility is planned with a capacity of 30,000 PE and it shall fulfil treatment requirements for phosphor removal, secondary purification and nitrogen purification. The procurement of a new central treatment plant including transfer pipelines will be divided between several contracts. This procurement is for the machine and process contract for Kragerø central treatment facility. The contract is a collaboration contract with incentive, i.e. that the contractor and builder will divide between any savings or exceeding the agreed target price. The procurement will be carried out as a negotiated procedure after a prior notice.2.1.1.
