Parts I and part II of the regulations also include the procedure rules in this document. The chosen procurement procedure is an open tender contest, cf. the procurement regulations § 8-3. This procedure gives all interested tenderers the possibility to submit tender offers. The contracting authority reserves the right to negotiate all sides of the tender if it is deemed appropriate, but has no obligation to do so.
