The award criteria are in point 6. All invited tenderers who then deliver tenders will have their tender evaluated before the contracting authority invites tenderers to negotiations. Negotiations can be carried out in several fasars in order to reduce the amount of talk on the premises in advance. A principal reduction of the tender can occur before negotiations were made. The reduction of the speech on the household that is negotiated occurs on the basis of an assessment of the award criteria, cf. the Public Procurement Regulations § 23-11.
