med the Most Economically Advantageous Tender (MEAT) (first ranked tenderer) in the initial competition, will be appointed to Lot 1, with Lot 2 tenderers ranked second to fourth place in the initial framework tender competition using the MEAT criteria. This framework, when established, will be available to TII to draw down from it on a Call-Off Contract basis. The Call-Off Contracts, when issued, will typically be for the purposes of carrying out the following activities: 1. Developing a detailed construction methodology associated with building or civil works, with the objective of improving the Luas system 2. Developing a detailed design to align with the construction activities 3. Developing the specific programme of works, 4. Developing the Traffic Management design and conducting road safety audits – to be approved by the relevant Local Authority, TII and the Luas Operator, 5. Interface with TII representative, Luas Operator and Maintainer as required, 6. Carrying out all the necessary works as specified in the scope of works. Those works will include all preparatory works and completion of same and making good any affected assets, 7. Supply of materials e.g. System interface equipment, sealants/grouts and materials used for works on or near the Luas system, 8. Supply of other materials used for works on or near the Luas
