Textul licitației
commendation CM/Rec(2010)5 of the Council of Europe’s Committee of Ministers to member states on measures to combat discrimination on grounds of sexual orientation or gender identity. In particular, it provides technical support and expertise to member States, through three cooperation projects aiming at improving the legal and institutional frameworks, building capacity of public authorities, the judiciary and law enforcement among others, promoting the sharing of good practices, and raising awareness. Specific themes range from Legal Gender Recognition, the recognition of same-sex couples; combating SOGIESC-based hate crime, hate speech and bullying, as well as multiple and intersectional discrimination (e.g. LBQ women, LGBTI asylum seekers and refugees, LGBTI persons deprived of their liberty; LGBTI youth). As of 2024, the SOGIESC Unit serves as the Secretariat of the Committee of E
