le Framework Contract for the provision of technical assistance and financial/economic expertise in support to the European Energy Efficiency Financing CoalitionDescriere: The European Energy Efficiency Financing Coalition (‘Coalition’) was announced in the EU ‘Save Energy’ Communication, as a follow-up activity to the European Energy Efficiency Financing Group (EEFIG), which ceased activities in 2023. The Coalition has the objective of facilitating the mobilisation of private financing for energy efficiency in support of the 2030 and 2050 EU energy and climate objectives. This is in line with the ambition to step up investments in energy efficiency, expressed both in the European Council conclusions of 20-21 October 2022, and 15 December 2022, and the COP28’s pledge to double the global average annual rate of energy efficiency improvements from around 2% to over 4% every year until 2030. The legal basis of this initiative is Article 30(7) of Directive (EU) 2023/1791 on energy efficiency (EED Recast). The aim of the Coalition is to establish a framework for dialogue and action between the European Commission, Member States, and Financial Institutions.
